Randall C.M. Whitney
President & Managing Director
Mr. Whitney has managed Thomas Capital Investments in a senior leadership role since 1996. He helped establish and operate several real estate focused funds, primarily Thomas Land Investments, Thomas Koolaupoko Investments, Thomas California Investments, and Thomas Arizona Investments -- including management of all real estate and finance activities for properties held in Hawaii, California, Nevada, Utah, Missouri and Arizona. Randall holds a Bachelor’s degree in business economics and mathematics from UC Santa Barbara.
Jill Worsley
Chairwoman
Chairwoman Jill Worsley provides oversight of TCI operations on a day-to-day basis. As the founder of Pacific Trading Ventures, a consulting firm facilitating business transactions between the United States and China, Ms. Worsley also served as its CEO. Jill has a 30-year background in hospitality management, working at both Roundhill Country Club and the Claremont Resort Hotel in Oakland CA. She has a BA in Business Administration from University of Utah and holds Paralegal Certification through
St. Mary's College, California.

John Weaver
Finance Manager, Hawaii
John Weaver pursued a career in the self storage industry in 1990 after graduating from University of Hawaii at Manoa. He went on to manage Kaimuki Self Storage and EZ-Access Self Storage Systems. Upon completion of Combat Flight School in 1994, John managed and marketed The Space Place in Pearl City and The Cannery Space Place in Honolulu, raising the failing facilities from 68% and 69% to 95% and 97% occupancy respectively, in less than 20 months. Mr. Weaver was also Division Manager for Hy-Pac Self Storage and Regional Manager for A-American Self Storage.

James Feng
Manager, China Operations
Mr. Feng is Assistant General Manager for Keppel Land China HQ (Singapore public listed company under Temasek), handling corporate affairs (including government affairs, CSR affairs, official media communication, and connection with state-owned enterprises) for China investments. Keppel Land has invested and operated projects in Beijing, Tianjin, Jiangsu, Yunnan, Sichuan with the China HQ based in Shanghai. Keppel Land has represented Singapore to lead the cooperation projects between China and Singapore governments in Jiangsu and Tianjin Eco City.
Prior to Keppel, Mr Feng worked with the Shanghai Municipal Government in the Foreign Investment Division and Overseas Investment Division(FID/OID). He also opened Shanghai's first office in USA, in Los Angeles California. He was educated at London School of Economics.
Frank Spangler
Architect
A graduate of USC School of Architecture, Mr. Spangler has over 40 years of experience as an architect. As director of his own firm, Frank Leslie Spangler Associates, he built an award-winning practice that specialized in the design of custom homes, builder housing, land planning, and commercial / mixed-use projects throughout the US southwest over the course of 20 years. Later in his career, Frank moved to Germany and worked for Interhomes, designing multi-family developments and engaging in land planning before returning to the US. His new practice specializes in residential renovations, custom homes, and multi-housing projects. Mr. Spangler brings vast architectural knowledge and experience to TCI.
After 40+ years of active architectural and engineering projects, Frank has launched into consulting for upgrading and renovating homes requiring current market standards for condo and home sales which can also include both interior and exterior design. Along with an apprentice, Frank can offer that edge for quick flip sales.
Debbie Hauser
Marketing & Admin
As an independent contractor, Debbie has a 25-year background in planning and promoting community events and meetings, social media marketing, presentation design, document creation, website development, graphics, copywriting, and administrative assistance. Past clients include City of Oakland, Airport Area Business Association, Oakland Commerce Corporation, and Haas School of Business, amongst many others.
